The Foreign Residents Network Committee was organized in the 2005 FY to do the commissioned project from Kashiwa City. Project objectives are to establish a network between foreign residents and public bodies to exchange information in case of an emergency, and to exchange other relevant information. 13 members are acting for the committee in the current year.

The following will be accomplished in the 2011 FY.

(1) To hold an Exchange Meeting for foreign residents and Philippine residents. Japanese will be welcome guests at the meetings to promote friendly relations between foreign and Japanese residents.
(2) To visit Honjo Bosai Kan, Disaster Prevention Museum, in Sumida-ku, Tokyo to study how to prepare for a possible disaster and how to minimize damages.
(3）To hold a forum for mutual understanding to make up cooperative communities between foreign residents and Japanese.
(4）To encourage foreign residents to register “Multi-Language Mail Magazine Service via cell-phone”. Information from Kashiwa City on daily life, events and details on earthquakes will be distributed to anyone who has registered.

Note: Many useful messages were sent through cell-phones about the earthquake, damages, traffic, electricity, water supply, etc. after the earthquake March. 11th.

（２） KIRA foreign members joined as panelists to the Cross-Cultural Understanding Lecture Meeting for Japanese citizens. The meetings were held twice by Kashiwa city administration to deepen mutual understanding between foreign residents and Japanese residents.
（３）Foreign residents were encouraged to register “Multi-Language Mail Magazine Service via cell-phone” at every event we held.

（１）2 Exchange Meetings for foreign residents and one for Chinese residents were held.
（２） Several foreign members of KIRA were dispatched to Cross-Cultural Understanding Lecture Meeting for Japanese. The members from KIRA contributed as panelists for a panel discussion and as instructors for a Philippine food cooking class to deepen mutual understanding between foreign residents and Japanese residents.
（３）Foreign residents were encouraged to register “Multi-Language Mail Magazine Service via cell-phone”. Information from Kashiwa City has been distributed through the mail magazine to anyone has registered.

（２） Foreign residents visited to the Disaster Prevention Center in Matsudo city.
（３） Disaster prevention procedures and emergency goods were displayed at the KIRA festival site.
（４） Cross-Cultural Understanding Lecture Meeting was held twice and foreign panelists exchanged views with the Japanese audiences on their daily lives in Kashiwa city.
（５） “Network Newsletter” with articles about events, plans, etc. of the activities of the committee was published twice in 6 languages..

（１） Held Exchange Meetings for foreign residents and Chinese residents.
（２） Participation for foreign residents in disaster preparedness drill sponsored by Kashiwa City took part in a drill with local residents.
（３） Held an exchange meeting for foreign and Japanese residents to deepen mutual understanding on daily life style, customs, habits etc. after a survey on concern for the disaster preparedness for foreign residents in the Toyosikidai-danchi area.
（４） Held Multi-Cultural Understanding Lecture Meeting 3 times, cooperating with the city administration
（５） Published Network Newsletter 2 times.
（６) Ground work by Members of the committee and the city office to the organizations similar to KIRA in other two cities to exchange information for disaster preparedness for foreign residents.

（２） Ground work to international relations associations in other cities.
（３） Participation of foreign residents to the disaster preparedness drill sponsored by Kashiwa City.
（４） Cooperation with the city administration on the Multi-Cultural Understanding Lecture Meeting.
